Two Different Programs, Two Different Governments
If you've seen "government laptop scheme" mentioned online and aren't sure which one applies to you, that confusion is understandable — there genuinely are two separate programs:
- PM Youth Laptop Scheme (PMYLS): a federal program under the Prime Minister's Youth Programme, run with the Higher Education Commission (HEC), open in principle to eligible students at HEC-recognized institutions nationwide.
- Honhaar Scholarship & Laptop Scheme: a Punjab provincial program run by the Government of the Punjab under Chief Minister Maryam Nawaz, currently rolling out across all nine Punjab divisions through October and November 2026. PAKIT already covered this one in detail.
They are not the same scheme under two names, and (per one source discussed below) receiving a laptop from one may disqualify you from the other — though PAKIT could not independently confirm that specific cross-disqualification rule from an official source, so treat it as plausible but unverified.
The Federal Scheme's Actual Status Right Now
This is the most important thing in this article: PAKIT checked the official federal portal, laptop.pmyp.gov.pk, directly. As of today, it displays a short holding notice, not an open application form:
"We are pleased to inform you that the Prime Minister's Laptop Scheme Phase-IV (2024-25) will be announced soon."
The page also lists a hard exclusion — students from colleges affiliated with public-sector universities are explicitly not eligible and will have applications automatically rejected — and routes support questions to HEC's helpdesk (onlinehelp.hec.gov.pk, 051-111-119-432). But there's no live 2026 application window visible on the official page itself, and it still references "Phase-IV (2024-25)" by name, which reads like stale/unlaunched messaging rather than a confirmed, currently-open phase.
A Caution: "Phase V 2026" Claims You'll See Online
Searching for this scheme turns up third-party guides confidently describing a "Phase V," with specific 2026 registration windows, exact provincial quotas, and a detailed step-by-step application flow. PAKIT could not verify any of that on the official government portal — the real laptop.pmyp.gov.pk page doesn't mention a Phase V at all as of this writing. That doesn't prove those claims are false, but the gap between "official page shows nothing" and "SEO site shows exact dates and quotas" is large enough that PAKIT isn't repeating those specific figures as fact. If you see a specific 2026 deadline quoted somewhere, verify it against the official portal or HEC directly before relying on it.
What's Verifiable: Eligibility From the Last Confirmed Phase
For context, here's what a public university's own administrative notice (Liaquat University of Medical & Health Sciences, referencing PMYLS Phase IV, 2025) stated about that most recent confirmed round:
- 100,000 laptops nationally, on a 100% merit basis
- Open to students enrolled in HEC-recognized public-sector universities (PhD, MS/MPhil, master's, and 4-5 year bachelor's programs)
- Minimum merit: 70% marks (2.80 CGPA) under the semester system, or 60% marks under the annual system
- Not eligible: private-institution students, students from government degree colleges or affiliated colleges, students who previously received a laptop under any federal or provincial scheme, and foreign nationals (except AJK students)
- Apply via laptop.pmyp.gov.pk or the Digital Youth Hub mobile app
PAKIT is presenting this as "what the last confirmed phase required," not as current 2026 rules — eligibility criteria can and do change between phases, and nothing confirms these exact numbers carry over to whatever phase comes next.
Side by Side
| PM Youth Laptop Scheme | Honhaar Scholarship & Laptop Scheme | |
|---|---|---|
| Run by | Federal govt / HEC | Government of the Punjab |
| Geographic scope | Nationwide (HEC-recognized institutions) | Punjab (all nine divisions) |
| Current status | Unconfirmed — portal shows a pending holding notice | Actively rolling out, Oct–Nov 2026 |
| Official portal | laptop.pmyp.gov.pk | Not yet published for this round (see our Honhaar article) |
Conclusion
If someone tells you about "the government laptop scheme," ask which one they mean. Punjab's Honhaar rollout is happening right now, with real ceremonies and real distribution counts PAKIT has verified. The federal PM Youth Laptop Scheme's most recent confirmed phase had clear, sourced eligibility rules — but as of today, its own official portal doesn't show a live, open 2026 application window, whatever confident-sounding third-party sites might claim. Check laptop.pmyp.gov.pk yourself before trusting any site that claims to know exact 2026 dates.
